why the builder site can not be reached?

The builder (which was in beta stage) is stopped. It will return in the Q2 of 2018 (from April to June) but you can download your projects to switch temporarly to a different builder (such as Thunkable or Appybuilder).

Actually you have to wait when it will be online (sometime in a day) and finctional to retrieve your projects. To get notified when the builder is UP you could set up an UpTimeRobot account (link below) and monitor it.
